Category 2 tasks are important but not urgent tasks that can be completed at a later time. These tasks should be completed after the 1 tasks, but should still be given attention and priority.
Category 3 tasks are tasks that are neither important nor urgent and can be delegated or put off until a later time. These tasks should be given the least priority and can be tackled once the 1 and 2 tasks are completed.
